On behalf of our Tanzania based client, we are looking for a competent and experienced Completion Engineer.
POSITION IN THE ORGANISATION

MISSIONS / JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation, and maintenance of the corresponding facilities.
The contracting strategy entails 9 main packages (EPcm, EITS, Thermal Insulation, Line-pipes, LLIs POs, AGI stations, Pipeline and Marine Terminal – MST, and PV Farms) to be executed through 15 to 18 different direct main contracts. An EPcm contractor will oversee Detailed Engineering, Procurement and construction management support interfacing will all other contractors for the project.
EACOP direct personnel, including partners’ secondees, mobilized in UK, Tanzania and Uganda will be more than 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, contractors inclusive, who will be mobilized across the various sites for construction activities.
CONTEXT AND ENVIRONMENT
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and construction management support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development following IFC standards to secure the necessary financing.

ACTIVITIES
Under the Area LOT MANAGER The Completion Engineer has the responsibility to follow inspection, reports, and punch list close out for smooth hand over of systems from Construction to Pre-Ops, which includes but is not limited to:
- Analyse of system definition (as per PID mark-up) and pre ops sequences
- Checking of Completion system definition and inspection plan per discipline in coordination with discipline Lead and Engineering.
- Request modification as necessary to Project Completion Database…. such ICAPS, WINPCS, TAKEOVERXPS…SMARTPLANT module
- Follow up with each discipline Inspection Test Report according to system priority.
- Organize and participate to construction final inspection (walkdown)
- Ensure proper definition of punch list.
- Lead daily completion meeting with contractor, QAQC and construction to achieve Inspection and Punch list completion as per schedule objective.
- Support to discipline lead, Area Construction Site lead for site review and completion activity / sequence.
- Ensure adequacy of punch list report and site status
- Ensure completion certificate generated in time and preops Workfront released on due manner.
- Demonstrates an on-going focus on health, safety, and the protection of the Environment during the stages of activity under his responsibility.
- Interfaces With the Construction/PreCom, COM, Engineering, QC, regulatory compliance and Permitting departments, ensuring that the required construction document supporting the handover of works from construction/precom to commissioning are prepared and approved in a constructive, efficient, and logical manner and satisfy the required standard of quality.
- Punch list coordination: he will be the Punch List Authorized Individual for the Project team generally will follow the punch list system as outlined by project specification.
- He will be the person in charge to ensure that the punch list items are adequately described and pertinent to the System associated and are legitimate and acceptable before System registration.
- Controls and monitors the registration of punch list items.
- Coordinates with project team walk downs for all project phases.
- Will expedite the verification of cleared punch lists by the person in charge.
- Review all reports related to the Master Punch List (Daily – Weekly – Monthly Reports) submitted by Contractor.
- Reporting to LOT Manager the progress status of the certification and documents such as: Outstanding Check Sheets, Punch list, NCRs.
- Assisting Handover team on the submission of mechanical Packages and Tie-in dossiers to client for approval.
- Test Packs coordination with Construction and QC department.
- Assisting (Completion Handover Manager) on the daily tasks
- And Turnover daily tasks depend of workload (Reviewing drawings/tracking outstanding ITRs
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Postgraduate qualifications from a multi-disciplinary institute of technology with an engineering degree or similar.
- At least 10 years' experience in the field of Construction and Turn over (completion) in a similar position.
- Proficiency in reading, writing, and speaking English is an essential requirement.
- Computer literacy, Word – Excel - Power Point – PDF, familiarity with and proficiency in the use of well-established Completion software are required.
- Strong leadership skills, ability to lead and work as part of a team, interpersonal skills.
- Knowledge of PID, system definition, and turn over / completion requirement.
- Excellent communication skills, proficiency in producing quality reports and negotiating skills.
- Career experience leading to an in-depth understanding of the skills described above.
- Knowledge of all phases of multidiscipline construction: on-site activities in all technical disciplines, all construction technologies and management functions applicable to the workplace and supervision.
- Demonstrate proficiency in the interpretation of engineering drawings, plans, and specifications.
- Demonstrated communication skills including the ability to articulate construction concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
- Advanced written and spoken English.
- Analytical and problem-solving skills
- Ability to travel as and when required.
- Competence in report writing and planning, good organisational sense.
- Previous experience working with multicultural contractors' and reporting their performance.
- Knowledge of International Standards.
- Very good capability to communicate, negotiate and interact with others.
