On behalf of one of our Tanzania based client, we are looking for a competent and experienced Welding Specialist.

POSITION IN THE ORGANIZATION

REPORT TO: Quality Manager J

OB LOCATION: Dar es Salaam, Tanzania

MISSION AND JOB DIMENSION:

The Welding Specialist is responsible for the overall coordination of Welding activities and the performance of the day[1]to-day welding process activities of the main works CONTRACTORs. They will develop and implement a WQMS (Welding Qualification Management Strategy) based on welding/NDE compliance strategies and the approved welding/NDE processes of the main Construction Contractors. This will be interfaced with the onsite fabrication sequences and support the facilitation of the welding qualification for each Contractor based on the applicable construction strategy and Construction Contractor’s supplied data.

They will ensure work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications.

ACTIVITIES:

  • Develop a WQMS (Welding Qualification Management System) based on the project welding strategies.
  • •Responsible for monitoring the tracking of all materials used for pipeline construction including joint numbers, joint lengths, heat numbers/mill certificates for, pipe stock, fittings, consumables etc.)
    • Assist Welding Engineers to coordinate failure and root cause analysis on welding-related issues.
    • Participate in weld process initiatives focusing on weld quality and optimizing production throughput.
    • Review of the Welding processes of Vendor and Construction Contractor documentation packages.
    • Perform Technical audits of the Contractors and Vendor systems for all welding processes.
    • Direct & coordinate field technical personnel in the performance of weld integrity inspection requirements.
    • Verify valid welder approvals are available, and only approved welders are used in production.
    • Providing code-compliant technical clarifications on Project Welding Specifications requirements.
    • Provide technical support and SME advice for all materials, welding, and NDT matters – with consideration to quality assurance and productivity.
    • Serve as the PMI (Positive Material Identification) focal point for material identification and traceability. • Review & acceptance of Contractor and Vendor welding and NDT personnel qualifications
    • Review & comment of technical aspects of all Contractor and Vendor welding operations.
    • Review & acceptance of results of welding procedure and NDT procedure qualification testing.
    • Provide technical support and guidance for the witnessing and acceptance of WPQT/WPS certifications. • Approving final WPSs upon satisfactory completion of the WPQT.
    • Mentor exemplary behavior regarding HSE, Ethics and Company "Code of Conduct" policy

CONTEXT AND ENVIRONMENT:

EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and construction management support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.

ACCOUNTABILITY:

  • Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
  • To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
  • Supporting and coordination EACOP project teams.

QUALIFICATIONS AND EXPERIENCES REQUIRED

  • BS Degree in Welding Engineering, Welding Engineering Technology, Metallurgy, Materials Science or related degree/diploma program approved by the Company.
  • Qualified European or International Welding Engineer.
  • Qualified COFREND or equivalent level 2 UT, RT is a plus.
  • AUT training certified, Phased Array is a plus.
  • Minimum 10+ years proven experience in Pipelines Welding engineering and design as well as shop and field piping and structural welding engineering activities in the Oil & Gas sectors.
  • 8 years’ proven work experience as a senior welding specialist and/or welding engineer in oil & gas sector.
  • Experience working with and analyzing welding data to report accurate KPI’s 7 non-compliance trends.
  •  A thorough knowledge of applicable international codes, standards & Company/Operators standards
  • Working knowledge of national & local regulatory frameworks (laws, regulations, guidelines, policies)

REQUIRED COMPETENCIES

  • Competency within industry applications such as MS Office; Word, Excel, PowerPoint, Visio
  • Comprehensive knowledge and competency within the applicable discipline certification framework, such as CSWIP / BGAS / PCN / AWS / NACE Inspection requirements and certification compliance
  • Comprehensive knowledge of industry codes & standards such as ASME section I, II, V, VIII, IX, B31.3, 31.1, API 650, AWS D1.1, API 1104 etc.
  • Comprehensive knowledge in the interpretation of fabrication drawings & weld symbol requirements. • Comprehensive knowledge of welding processes such as SMAW, FCAW, GMAW, GTAW and SAW, etc.
  • Comprehensive knowledge of destructive & non-destructive testing for WPQR and WPS qualification
  • Comprehensive knowledge of NDE techniques; RT, UT, MT, PT and witness/review of NDE reports
  • An ability to work effectively in a diverse, multidisciplinary team environment, including Interface management experience, within facilities, and across other functions.
  • Demonstrated communication skills including the ability to articulate engineering concerns and solutions with site engineers consisting of individuals with various technical and educational backgrounds.
  • Previous experience working with multicultural contractors' and reporting their performance.
  • Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities
