On behalf of our Tanzania based client, we are looking for a competent and experienced Scaffold & Rope Access Specialist.

MISSIONS / JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises the detailed engineering, construction, operation and maintenance of the corresponding facilities.
The jobholder has the responsibility of coordinating the day-to-day preservation activities of the allocated Lot construction quality staff and CONTRACTORs site works. They will ensure all preservation works are carried out using safe working practices and are completed in accordance with the project reference codes, standards, drawings and specifications.
CONTEXT AND ENVIRONMENT
  • The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities and a series of main line block valves and trace heating stations, and a green field marine terminal with an export jetty. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The EACOP Project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
  • Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, the Governments of Uganda and Tanzania agreed to develop EACOP in a fast-track mode. The project is aims for a Ready for Start-up (RFSU) schedule 39 months after FID.
  • The Project context is complex with numerous Contractor and Package Manager interfaces within the Integrated Project Team, three partners, development in two countries new to oil development (Uganda and Tanzania), and the need for project development in accordance external financing requirements.
  • The field-based positions are located at Contractor Accommodation camp & offices at Contractor Main Camp and Pipe yard locations in Tanzania. Position is on an 8x2 rotation, 6 workdays per week, 10-hour workdays involving routine monitoring at Contractor work sites within the area of responsibility.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
In support of the Construction team, the Scaffold & Rope Access Specialist will be responsible to ensure the following specific HSE requirements are adhered to by the Construction Contractor.
  • Scaffolding:
    • Erecting, dismantling and modification.
      • Scaffolding selection meets the needs expressed by the requester (height of work area, loads applied to flooring, need for lateral protection nets, etc.).
      • A specific risk assessment defines the need to provide technical instructions, erection plans and design notes for scaffolding.
      • Scaffold erection, dismantling or modification operations are performed by authorised personnel (Contractor PtW renewed periodically, based on a recognized training course), using suitable fall protection PPE such as a safety harness and double lanyards (except for erection/dismantling of specific scaffolds that provide a safe construction process - upper levels secured prior to access).
      • Access to scaffolds prior to acceptance is strictly reserved to personnel responsible for their construction and inspection before use.
    • Acceptance and inspection.
      • Adequate and visible labelling provides clear information on the scaffold status: green tags for compliance after acceptance, or red tags prohibiting access before acceptance or whenever a scaffold is considered as non-compliant (an orange tag can be used to indicate that a scaffold has been temporarily modified as part of a specific operation, e.g. removal of guard rails or floor panels to take out a heat exchanger bundle).
      • When in use, scaffolds are checked on a regular basis (as a minimum once a week and after bad weather conditions likely to impact their integrity) by an authorized person, according to a set procedure. In particular, the general condition of the scaffold and the absence of any damages or changes to the structural elements are checked.
      • All scaffolding inspections are documented.
    • Specific rules for construction use.
      • The passage between means of access and scaffold’s flooring does not give rise to any additional risks of falling (use of flooring trap doors, platform access gates, etc.).
      • The elements comprising scaffold flooring are securely fastened down to ensure they cannot be inadvertently moved.
      • Scaffold flooring is kept clear and is cleaned on a regular basis to facilitate their use and limit the risk of incidents (same-level falls and dropped objects).
      • Storing equipment on scaffolds is prohibited unless covered in the risk assessment. In this case, users respect the maximum tolerable load thresholds.
  • Rope Access Work
    • Risk assessment to concludes that:
      • Rope access work can be safely executed.
      • The use of any alternative W@H equipment (scaffolding, MEWPs, etc.) is not justified.
    • Qualification
      • Rope access work is performed by specialist companies with certified personnel. Rope access companies are affiliated to institutes such as the IRATA3 or equivalent (international scope) & employ certified personnel.
      • The operating team is made at least of two members:
- One of whom has supervision competencies (IRATA 3, CQP 2 or equivalent)
- Other rope technicians with lower qualifications (IRATA 1&2, CQP 1, CATC5 or equivalent)
- With a maximum quota of 33% having IRATA level 1 only.
    • Technical requirements
      • The system is comprised of at least two separately anchored ropes, one as a means of access, descent, and support (work rope) and the other as a backup (security rope).
      • Rope technicians are provided with an adequate harness connected to the security rope.
      • The work rope is equipped with safe means of ascent and descent and have a self-locking system to prevent the user from falling, should the rope technician lose control of their movements.
      • The security rope is equipped with a mobile fall prevention system, which follows the movements of the rope technician.
      • Tools and other accessories used by rope technicians are secured to their harness or seat or by some other appropriate means.
ACCOUNTABILITIES
  • Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
  • Ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
  • Supporting and coordinating EACOP project teams processes.
MANDATORY v REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
  • Bachelor of Science with at least 10 years field lead experience in the construction industry, preferably onshore pipeline & related facility scopes.
  • Substantial experience working within a cross-functional oil & gas pipeline project team supporting; contractor construction, commissioning, and start-up readiness.
  • Referenced & experienced in analyzing related Scaffold & Rope Access certification package from Contractor and potential non-compliance status back to the project management team.
  • Trained & certified specialist of OSHA 29CFR1926 (Scaffold Safety in Construction) & EN12811-1:2003 (Scaffolds Performance Requirements & General Design) or equivalent.
  • Rope Access certified IRATA 3, CQP 2 or equivalent.
  • Working knowledge and practice of ISO 9001:2015 (Quality Management Systems).
REQUIRED COMPETENCIES
  • Competency and proven experience with large Project organization focused on Construction delivery.
  • Competency within industry applications such as Aconex, PowerBI, SharePoint, Adobe, MS Office including Word, Excel, PowerPoint, etc.
  • Excellent English communication skills (oral and written) including the ability to articulate engineering & technical concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
  • Physical ability to work in the field and conduct inspection in difficult terrain.
  • Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
  • Effective communication and interaction with construction crews in the field and management teams.
  • Knowledge of project HSE strategy and commitments regarding site-based Scaffolding & Rope Access management.
  • Demonstrate proficiency in the interpretation of plans, policies, and regulations.
  • Knowledge of root cause analysis (RCA); data-driven decisions, H&S risk analysis and analytical reporting.
  • Concise report writing daily.
  • Staff coaching experience (knowledge transfer, mentoring and motivation techniques).
