Job Title: Quantity Surveyor Officer
Reports to: Head of Facility Management
Grade: UD 4
Department: Facility Development
Job Purpose:
To be responsible for the projects’ cost plan, cost control, and cost management throughout the projects’ lifecycle under the Facility Management Department.
Key Responsibilities and Job Dimensions
- Prepare tender and contract documents, including bills of quantities and other documents
- Undertake cost plan, cost control, and cost analysis for project work and provide advice and forecasts about costs;
- Review and analyze the Bills of Quantities for projects
- Review and evaluate all IPAs & IPCs prior to payment approval.
- Undertake regular site visits and measurements, to ensure the project execution is complying with the set project specifications.
- Review, assess, and evaluate all project variations against the project budget to ensure value for money is attained.
- Assist in establishing a client’s requirements and undertaking feasibility studies;
- Prepare consultancy proposals, work plans, and method statements
- Prepare and analyze costing for tenders;
- Review the proposed quotation from bidders
- Provide advice on contractual arrangements and claims;
- Prepare valuations, financial appraisals, and final accounts
- Regular reporting to the line manager
- Maintain awareness of the different ongoing projects within the office,
- Represent the company at different project meetings.
The role makes decisions to minimize and manage the risks usually associated with construction projects and advise on possible risks as well as opportunities in areas such as design variations.

The role is not exposed to contaminants and harzadous conditions
Job Competencies (Knowledge, Experience and Attributes / Skills)
Academic Qualifications
- Bachelor’s degree in Quantity Survey from a recognized institution
- Professional Qualifications / Membership to professional bodies
- Active member of the Rwanda Institute of Quantity Surveyors
3 years’ work experience in a comparable and relevant position with at least three (2) years working as a contractor QS
