MISSION AND JOB DIMENSION:
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project between Uganda and Tanzania coast, opening a new value corridor between the two countries. The project anticipates the mobilization of ~8,000 to 10,000 personnel across the various construction sites.
The EACOP Project involves the construction and operation of a 24-inch buried, heat traced and insulated pipeline running from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania, a distance of 1,443 kilometers (km), of which 296km will be in Uganda and 1147 km will be in Tanzania. Above Ground Facilities (AGI) include pumping stations (PS), pressure reduction stations (PRS); Main Camps and Pipe Yards (MCPYs); access roads; solar farms.
The EACOP Right of Way (RoW) traverses’ areas identified as Natural Habitat (NH) and Critical Habitat (CH) and protected areas such as the Burigi Chato National Park (BCNP). As a result of the Project aiming for compliance with IFC Performance Standard 6 (PS6) the project is required to conduct a Critical Habitat Assessment (CHA). All protected areas are considered to be CH and in the case of BCNP it also provides habitat for the CH qualifying endangered ashy red colobus (ARC) which further underlines the importance of the area.
The Project will have to achieve Net Gain (NG) for the residual impacts on NH and CH. The project is therefore aiming at conducting surveys to provide baseline data that together with the Tanzanian National Parks (TANAPA) and Tananian Wildlife Authority (TAWA) that will provide the foundation for the to be implemented offsets.
EACOP is looking for 2 Offsetting Coordinators that can guide and support the project with developing the survey Scopes of Work (SoW) and the subsequent development of the required offsets in collaboration with TANAPA, TAWA and other relevant GoT entities and NGOs. The main tasks will consist of:
  • Liaising with and obtaining TANAPA approval and support
  • Liaising with and obtaining TAWIRI approval and support
  • Designation of TANAPA focal point
  • Extensive background survey (literature review)
  • Budget analysis and approvals
  • Identification of biological and socio-economic targets
  • Identification of individuals and field team
  • Draft ToRs for scientists
  • Inventory requirements (equipment needs, imagery etc)
  • Timescale and Workplan given the above.
  • Draft Survey SoW
The Offsetting Coordinator role provides support for offsetting activities agreed with EACOP. This position is temporary – foreseen as necessary for a period of not more than eighteen months. The position is considered to be based in the field and Arusha.

CONTEXT AND ENVIRONMENT:
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement and construction management support interfacing with all other Contractors.
EACOP direct personnel, including partner’s secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region.
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
ACCOUNTABILITY:
  • Represent EACOP as Offsetting Coordinator in Tanzania
  • Leading the development of a comprehensive multi-disciplinary survey and development of a MP for BCNP
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES:
Profile of role:
  • Knowledge of EACOP project, familiar with environmental context in Tanzania
  • Experience with other offsetting activities of similar nature, preferable in Tanzania
  • Qualification – experience in environmental management or related field (eg, ecology, animal behavior, primatology).
  • Understand Tanzania regulations requirements for park management and other regulatory and legal requirements Preparation Activities
  • Understand existing EACOP ESIAs (and ESBS)
  • Understand EACOP Critical Habitat Assessments (CHAs) including GIS mapping
  • Have knowledge of the BCNP
  • Experience with multi-disciplinary surveys (biology and social)
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
Professional experience:
  • PhD in an environment, sustainability or science related discipline, a background in primatology is preferred.
  • Minimum of 20 years’ experience with time spent supporting conservation projects.
  • Understanding of EACOP CHA and offsetting requirements
Technical competencies:
  • Familiarity with IFC standard compliant Critical Habitat Assessments (CHA)
  • Development of protected area management plans and systems that support the objectives of the IFC required offsets
  • Understanding of and familiarity with current developments in conservation biology
  • Coordination baseline surveys for different taxa
Behavioral competencies:
  • Ability to work in a multi-cultural business setting and excellent interpersonal and communication skills essential.
  • Fluent in English, (speaking, writing)
