                                                POSITION DESCRIPTION

Main purpose of the position:
Manage, control and ensure that SAFINTRA Rwanda accounting activities and procedures conform to generally accepted accounting principles and comply with the approved policies and procedures of the Company and the SAFAL Group. In addition, lead and coordinate all tasks and functions relate to financial reporting.

Key responsibilities:
Budgeting:
  • To prepare Annual Business Plan
  • To monitor the Company’s actual performance vis-à-vis the approved Business Plan and prepare and submit required periodic MIS.
Treasury and Banking:
  • To ensure that all the cash / cheque / direct credit to bank accounts are reconciled and accounted for on daily basis; coordinate with Banks and ensure smooth completion of all the financial transactions
  • To manage Debtors accounts so as to ensure that all the Debtors Accounts are within the authorized Credit Limits as well as within the authorized Credit Period and suggest ways and means to continuously improve upon the number of days outstanding so as to improve the cash flow to meet the business needs in time
  • To ensure that necessary funds are arranged well within time to meet all the financial commitments of the business in time including timely payment to trade creditors
  • To ensure that all the available banking facilities are used in such a way so that overall costs are not only kept in control but constant savings are achieved To ensure proper payroll verification and payment.
  • To ensure renewal of all banking facilities
  • To ensure forex hedging in order to minimize the foreign exchange risk
Financial Accounting and Reporting:
  • To ensure compliance with internal financial and accounting policies and procedures
  • To ensure that all statutory requirements of the organization are met including PAYE, NSSF, Withholding Tax, Income Tax, Goods and Services Tax.
  • In collaboration with the accountant, prepare all supporting information for the annual audit with the approved external auditor
  • Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash, insurance.
  • Review monthly reports and implement monthly variance reporting as compared to budget.  Manage the cash flow and prepare cash flow forecasts in accordance with group guidelines.
  • To ensure renewal of Company’s insurance policies as per due dates and negotiate insurance premium to reduce insurance costs. Submission and follow up of insurance claims with Insurance Company.
  • To ensure and verify proper fixed asset accounting.
Business Review Meeting; Board Meetings and General Meetings:
  • To prepare Papers for Business Review Meetings / Board Meetings /General Meetings
  • To prepare presentation to be made in Business Review meeting /Board Meeting / General Meeting
  • To attend to all matters relating to Company’s insurance policies and their review in close coordination with the Insurance Company.
  • To ensure, in close coordination with the Tax Consultants, that Assessments of various taxes are finalized with relevant Authorities and Refunds as may be due are claimed and obtained
  • To attend to all the matters relating to Taxes with Uganda Revenue Authority and other relevant Authorities, arising from time to time.
  • Manage Performance of subordinates
Internal Controls
  • Implement corporate governance procedures, risk management and internal controls.
Staff Development
  • Assist finance staff in their career development requirements while providing needed mentorship and coaching initiatives from time to time
Key Specifications for the position
Qualifications required:
  • Minimum academic qualification: Bachelors in Finance/Accounting option
  • Professional Qualifications: CPA, ACCA, ACA or equivalent
  • Professional registration: Relevant professional accounting body
Experience required:
  • General work experience (years): 8-10 years
  • Specific to the position (level/discipline/years): Minimum 2-3 years in Supervisory/ managerial role
  • Industry: Manufacturing/ Construction/ FMCG/ Processing

Language requirements:
  • English
  • Kinyarwanda
  • French (Added Advantage)
