On behalf of our Tanzania based client, we are looking for a competent and experienced Terminal & tanks Preservation Technician
POSITION IN THE ORGANISATION
Report to: Terminal& tanks Construction Lead
Job Location: The position is based at terminal & Tanks site (Tanga)
East African Crude Oil Pipeline (EACOP) project will establish a Special Purpose Vehicle (“PipeCo”), which will build, own and operate the EACOP system. PipeCo will be established on OPCO type model with representatives of both Uganda and Tanzania states as well as shareholders.
MISSIONS / JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation, and maintenance of the corresponding facilities.
Job Holder reports functionally to project preservation lead and administratively to Terminal & tank Construction lead.
The Job Holder is responsible for ensuring that construction contractor is meeting the requirements as specified by project documents and/or instructions from Vendor or manufacturer for:
- Material storage and protection at work site or storage yard,
- Equipment preservation
Day to day activities is mainly focused on supervising construction contractor activities related to storage of material and equipment and equipment preservation in line with international oil and Gas standards, project specifications and suppliers or Vendors instructions. The job holder shall ensure that activities are carried out using safe working practices online with project HSE requirements
CONTEXT AND ENVIRONMENT
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project.
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries (Uganda and Tanzania), and the need for project development in accordance with IFC standards/Equator Principles

KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
Storage Activities
- Check that Contractor has appropriate storage solutions for in-door and out-door cases, - Check that material is protected from damage and easily accessible.
- Check that handling of materials are performed safely.
- Check that storage areas are ventilated, and fire safety measures are implemented.
- Ensure that Security measures are put in place to secure storage areas.
- Check that employees are using the correct personnel protective equipment (PPE)
- Check that Contractor employees are trained on proper material storage.
- Ensure that separate areas are used for different material categories.
- Ensure that contractor is implementing proper segregation of materials and substances.
- Ensure that material has proper labelling.
- Based on delivery schedule of material and equipment, liaise with construction contractor to anticipate preparation of proper storage areas.
- Daily supervision of storage activities
- Interface with site material team to Monitor and have control of incoming and outgoing materials.
- Report to Lead construction and Company preservation specialist any important issues related to storage and may impact material/equipment integrity
- Supervise preservation activities according to a validated work plan or checklist.
- Ensure that preservation program for each equipment exist and is followed
- Liaise with other discipline on site when needed to ensure completion of preservation work.
- Interface with commissioning team to ensure full traceability of preservation operations
- Ensure preservation activities are carried out in full compliance with approved procedures in a safe manner
- Interface with Construction Contractors to ensure they have registers of inspected items such as valves; rotating equipment and flanges, and any other equipment that require mandatory inspection for preservation.
- check that construction contractors have the required personnel, equipment, tools and product (including chemicals) necessary for carrying out preservation activities,
- Report to Lead construction and Company preservation specialist any important issues related to preservation
- Ensure strict confidentiality for all data / information / documentation received or issued.
- Adopt and demonstrate exemplary behavior with regard H3SE and H3SE rules implementation, Ethics and project “code of conduct” policy.
- The job holder shall undertake all activities she/he is responsible for, or involved in, with the highest level of consideration for HSE risk management, protecting human health, respecting communities, and conserving the environment.
- The job holder will promote safety and environment awareness / conscientiousness at all levels through an exemplary and pro-active attitude towards the Project team, the Contractor / Subcontractor / Vendor Team and with all stakeholders.
- The job holder shall perform all activities she/he is responsible for, or involved in, with the highest level of consideration to the Project Quality Policy and management system.
- Demonstrate an exemplary behavior regarding H3SE rules & requirements, with regards to the company Ethics and “Code of Conduct” policy and for implementing and controlling these rules and requirements within his area of responsibility, and for ensuring that required H3SE competencies are within her/his team.
- Close coordination with construction and commissioning entities
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Degree: Bachelor or MSc in Mechanical / Quality
- Minimum 5 years’ experience in mechanical role,
- good knowledge / experience in project execution & organization
- Fluent in English (speaking and writing)
- Good interpersonal and communication skills.
