POSITION IN THE ORGANISATION

                   N+2: EACOP Managing Director

MISSIONS / JOB DIMENSIONS
  • CAPEX Project: The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 4.1 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries.
  • All Corporate and Project Medical activities: This role provides the medical leadership and oversight for EACOP Limited, which is a legally incorporated special purpose, Company. The role prepares and implements the Health and Medical management system; based in Dar es Salaam, in charge of sites supervision, MEDEVAC coordination and training of local providers.
  • Subordinates: Field Health and Method Advisor, Project Medical Advisor.
  • Key Relationships: Human Resources, Corporate HSE, Project HSE, EACOP management, all stakeholders (including main contractors) in the field of medical, surgery management, health and emergency preparedness related to MEDEVAC, Site doctors.
CONTEXT AND ENVIRONMENT
  • Behind the numerous technical, environmental and social challenges faced by the project, objective is for EACOP to be developed in a fast-track mode with start-up anticipated 39 months after FID
  • With operations in two countries, two separate regulatory regimes will need to be addressed in the HSE-MS
  • The project anticipates the mobilization of ~8,000 to 10,000 personnel - a large multicultural workforce with many people who have a very low risk awareness and limited health and safety culture EACOP Classification: Restricted Distribution EACOP - All rights reserved.
  • Numerous stakeholders and heavy focus by ENGOs create a complex context. Project will need to be developed in accordance with IFC standards and the Equator 4 Principles to secure the necessary financing
  • Several risks related to the location including malaria, limited infrastructure, significant transport & road risk, etc.
  • The remote locations are key considerations for MEDEVAC and Emergency Response.
  • Job Location: The position is based at Dar es salaam (Tanzania) with frequent travel to worksites and Uganda offices.
 KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
  • Advice to EACOP management about health policies and medical specifications.
  • Development and update of EACOP Health and Hygiene Management System (Health Plan, Malaria, Pandemic/epidemic management (Covid, Ebola), Risk assessments, emergency preparedness documents incl. pandemics/epidemics, mass casualty events...) according to best international practice and standards to control exposure to health hazards (in collaboration with Human Resources, HSE, Construction, etc.).
  • Development, implementation and coordination of a medical support system in accordance with international best practice and standards – including managing the EACOP medical contractor(s) appointed to deliver these services:
  • Site medical facilities, equipment and procedures, personnel: sick bays, intensive care equipment, qualified nurses and medics, ambulances, standard protocols and good practices.
  • medical support: network of hospitals, clinics and specialized practitioners, assistance companies...
  • Medical evacuation: primary, secondary and international
  • Coordinate (24/7) requests from EACOP offices, sites’ medics and remote sites for medical advice and Medevac in close collaboration with the Medical Operations Manager
  • Recruitment, training and mentoring of EACOP medical staff.
  • Oversight of ‘Fitness to Work’ program for all EACOP employees and contractors to ensure it meets company requirements
  • Development of health awareness and prevention campaigns (malaria, HIV,) and appropriate communication for improvement of health culture
  • Maintain up to date on research on new medical treatments and technologies to determine their feasibility and value on remote sites (e.g. telemedicine)
  • Manage the budget to ensure that costs are controlled while providing high quality care to employees
ACCOUNTABILITIES
 
  • Develop a medical organization and structure to support EACOP activities within both Uganda and Tanzania according to International Best Practice and standards
  • Manage medical contracts with EACOP
  • Provide oversight of contractor’s medical facilities on site, medical personnel on site and medical evacuation
  • Development and update of Medical/Health procedures
  • Recruitment of Ug and Tz practitioner and nurses for future assignment on site, and organization and supervision of additional training (including abroad)
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
  • Master’s in medicine BSc. Medicine, emergency or intensive care medicine, tropical diseases.
  • Minimum 15 years of professional experience in Emergency medical care and evacuation/response in oil and gas projects.
REQUIRED COMPETENCES:
  • Expertise in the management of intra- or extra-hospital vital failures.
  • Experience in an isolated and operational environment.
  • Knowledge of tropical pathology and good knowledge of Africa
  • Broad experience in clinical medicine and remote site care.
  • Knowledge of international best practices and standards for emergency medical care / response
  • Previous experience in international oil & gas industry appreciated
Behavioral competencies:
  • Training in Advanced Cardiac, trauma life support and emergency response management
  • Ability to effectively lead a team; work in a multi-cultural business setting.
  • Current use of IT tools (Word, Excel, SAP, Outlook, etc.)
  • Fluent in English - speaking, writing; some Kiswahili highly beneficial.
ADDED ADVANTAGE
  • Excellent interpersonal and communication skills essential.
