On behalf of one of our Tanzania based client, we are looking for a competent and experienced Project H3SE Lead.
About EACOP
EACOP is a 1,443km crude oil export pipeline that will transport Uganda’s crude oil from Kabaale – Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania. Worley will support EACOP partners led by international French company TotalEnergies, through the execution and delivery of the project.

Job Brief/ Duties and Responsibilities
Job Brief. To provide HSE Management Support to the EACOP Project. To oversee the effective delivery of the HSE MS elements of the Project within Contractor planning and execution. Be at the forefront to raise the profile of HSSE compliance across assigned packages and be a primary point of contact for the package managers in relation to Contractor HSE MS Implementation and compliance. Following verification of HSE MS and Contract alignment, and prior to primary Contractor mobilization, transition into a direct HSE Manager support role for Package Managers and transition to site when main camp hubs are established, for Contractor HSE oversight and to provide redundancy to site teams and lead local talent development within the function Role and Responsibilities.
  • Embedding, deploying, and verifying the aims of the Project HSSE Policies into the Project, within the requirements specified in the contract.
  • Liaise with Risk Management and package managers to ensure risks associated with the project scopes are driving decision-making in developing controls to prevent and mitigate risks
  • Support development/revisions of the Project HSE Execution Plan and associated
  • Provide guidance on the minimum HSSE standards that the Project must meet.
  • Oversee the development of the HSE Assessment & Loss Prevention Inspection Plan relative to scopes.
  • Review all project documentation to ensure adequate coverage of HSSE considerations.
  • Liaise with scope stakeholders and ensure cross-functional engagement and HSE alignment.
  • Support alignment of the project HSSE performance reporting in conjunction with H2SE Manager
  • Lead HSE aspects of project start-up work (Good to Go & Kick off Process) and ensure contractors are clear on EACOP HSE sections of the customer HSE standards of work whilst ensuring responsibilities, objectives and targets are agreed and understood by all stakeholders.
  • Support technical reviews for scopes for safety, health, environment, required by EACOP H3SE regulations, and verify standards are captured into relevant project scope activity and to verify that safety issues are fully addressed.
  • Facilitate implementation of HSE element of the Project H3SE processes, utilize HSE tools to assess risk and improve effectiveness of the HSE element of the project H3SE systems in place; including regular Observations (SAZ), H3SE talks, training sessions, promotion of safe work practices and ensuring interest & awareness of HSE&S is maintained at all levels of the project organization.
  • Develop and implement HSE awareness campaigns including the Worley ‘Life’ approach and Project Zero Harm safety culture.
Required Competencies
  • Competency with operating and using standard industry applications such as; MS Office; Word, Excel, PowerPoint, Adobe, Visio, Assure, OMIE, Aconex, SharePoint
  • Proven leader of a HSSE team on major oil and gas projects.
  • Demonstrated knowledge of safety compliance, risk controls and site HSE hierarchy
  • Demonstrate proficiency in the interpretation of HSE, plans, policies and regulations.
  • Demonstrated knowledge and HSSE Risk management and implementation
  • Excellent planning and organizational skills.
  • Excellent written and verbal communication skills, with the ability to communicate at all levels.
  • Staff management experience (knowledge of mentoring and motivation techniques)
  • Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities

Mandatory Requirements
  • Bachelor’s degree in an appropriate field of HSE study is preferred, with 7~10 years’ experience in a HSE related field, NEBOSH Diploma or Company agreed on discipline qualifications
  • Chartered Member of appropriate Professional Body / Institution preferred (IOSH)
  • 10 years working in developing countries – specifically in the HSE space.
  • 8 years of related HSE experience and the appropriate safety certifications in regulatory, risk management and training programs within the oil and gas industries.
  • Setting up and deploying HSSE systems in major projects start up and execution.
  • Experience of process and system auditing in the Oil and Gas or other heavy industry.
  • Demonstrated proficiency with the application of HSE Management Systems aligned to ISO 45001, safety culture, and loss prevention practices related to IFC lender Projects
  • Accident and incident management as well as root cause analysis
  • Experience in analyzing HSE project metrics to report accurate KPI’s & potential non-compliance trends
