On behalf of our Tanzania based client, we are looking for a competent and experienced Site Lifting Specialist (SLS) Flyover
POSITION IN THE ORGANISATION
REPORT TO: LIFTING SPECIALIST
JOB LOCATION: SITE BASED
MISSIONS / JOB DIMENSIONS
The Site Lifting Supervisor will be responsible for overseeing the setup maintenance and movement of all lifting operations on site to ensure safe and efficient operations. The individual is responsible for coordinating and supervising all lifting activities in accordance with regulations and is required to be present during all lifting operations.
CONTEXT AND ENVIRONMENT
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and construction management support interfacing with all other Contractors. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities. The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, EACOP Classification: Restricted Distribution EACOP - All rights reserved. environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development following IFC standards to secure the necessary financing.

QUALIFICATIONS AND EXPERIENCE REQUIRED
· Ability to pay attention to detail especially with risky lifts.
· Ability to work in a multi- cultural business environment.
· Required to systematically and mechanically inclined, to use and operate lifting equipment.

KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
- Act as technical advisor of lifting service
- Promote safe lifting operation referring HSE policy and international standard
- Manage lifting and cargo personnel
- Insures the promotion/implementation of LMS and safety culture on site
- Participates in the definitions of the LMS and participates in the internal audits by CPLO
- Anomaly reporting critical lifts reporting to CPLO
- Assess, analyse, plan and advise lifting operations on site regarding Procedure and Local Rules
- To advice to all Contractors objectives and expectations for HSE, accountability and performance for Lifting Activity
- Maintain systematic and methodological approach to Lifting Operations, assist to CPLO with
- establish reliable system of documentation, processes and personnel competency assurance
- Ensure flawless operation of lifting and continuous improvement on sites
- Support development and assessment of Lifting & Handling team knowledge in the domain of common lifting, heavy Lifting and Handling operations within the context of the remote Sites
- Provides expertise in the field of Lifting & Handling operations to support Drilling, Projects and logistics.
- Provide expertise in daily lifting activities including Categorization of lifts
- Risk assessment and hazard identification
- Assist CPLO in technical review of lifting operations
- Selection of equipment for lifting operations
- Performance of toolbox talks
- Post job debriefs
- Assessment of completed jobs
- Periodic review of generic lift plans
- Promote safe lifting operation referring HSE policy and international standard, review engineering calculation for complex and complicated lifts
- Review complicated and complex lift plan and attend the lifts
- Perform condition check and fitness for purpose on lifting appliances, CCUs and evaluate their utilization on site
- Provide lifting expertise advice to all CSR
- To be involved in all lifting audits
- To be involved in plans internal audits of the lifting operations, participates in lifting operations incident and investigation and analyses
- Any other duties assigned by management
- Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
- To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
- Supporting and coordination EACOP project teams.
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Minimum 10 years in the lifting industry at supervisory level
- Technical Engineer and/or industry related qualifications such as LEEA/OPTIO/EAL/CPA etc
- Broad and extensive knowledge in lifting equipment & operations
- Working to International standards such as BS, LOLER etc
- Experienced in Oil & Gas Industry – an added advantage
- Worked in onshore & offshore operations
- Have working profile such as Slinger/Rigger* Slinger/Rigger Foreman* Slinger/Rigging Supervisor* Lifting Supervisor* Lifting Superintendent
- Risk assessment in relation to health, safety & environment
- Supervision of critical lifts
- Planning of critical and non-critical lifts
- Experience in training and coaching is required
