East African Crude Oil Pipeline (EACOP) build, own and operate the EACOP Crude Oil Pipeline Transportation system.

MISSIONS / JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.

The contracting strategy entails 9 main packages (EPS, EITS, Thermal Insulation, Linepipes, LLIs POs, Stations, Pipeline, Terminal construction activities and CFR) to be executed thru 15 to 18 different direct main contracts. An EPS contractor is in charge of Detailed Engineering, Procurement and Services support interfacing will all other contractors. A Technical Team supervises all technical activities and interfaces of the EACOP project. For construction activities of the entire project up to 8,000 to 10,000 personnel is expected to be mobilized across the various construction sites.
The Job Holder is responsible over:
  • Providing transverse expertise for Piping, Vessels and Tanks across ALL field of activities (surveys, design, qualification, supply / manufacturing, documentation for construction, construction, pre-com. / comm, requirements for operation) related to pipeline at large
  • Insuring overall coherency of pipeline design with good industry practices and respect of code / technical standards requirements
  • Ensuring sure the technical solutions selected are optimised (cost and schedule) and present ALARP risks
CONTEXT AND ENVIRONMENT
  • The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 100 main line block valves and 20+ trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
  • Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready For Start-up (RFSU) schedule not later than Q1 2026.
  • The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
  • In the current context of low oil price the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.
  • Job Location: The position is based in Dar es Salaam, Tanzania. Frequent missions to vendors and construction sites required.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
  • To support Pipeline, AGI (Above Ground Installations) and crude oil tanks Package Managers and PO Manager on Piping, Vessels and Tanks to ensure smooth execution of the technical scope of work and interfaces between contracts.
  • Supervision and approval of Piping, Vessels and Tanks related detailed design activities by EPS
  • Interface with all discipline engineers,
  • Supporting the Engineering Manager in advising on and supporting qualification activities, linked to the use of new or non-standard / common technology for EACOP
  • Audit and vetting of equipment and service providers for the Piping, Vessels and Tanks related procurement and construction (field engineering support activities)
  • Coordination of studies related to Piping, Vessels and Tanks related items, etc.
  • Coordinate Piping, Vessels and Tanks expertise with EPS contractor
  • Reporting to the technical project manager on compliance to technical standards, design, supply / manufacturing and construction issues, risks to schedule and budget, etc.
  • To identify and propose mitigation of project risks
  • To adopt and demonstrate exemplary behavior with regard H3SE and H3SE rules implementation
  • To adopt and demonstrate exemplary behavior with regard to Ethics and project “code of conduct” policy
  • To participate to meetings with partners, authorities and other stakeholders as required.
  • To carry out any other duties or tasks that may be required by the position.
ACCOUNTABILITY:
Ensuring sound design practices are applied by EPS contractor. Ensuring pipe supply, coatings and construction follows the various codes, regulations, good practices and technical standard in place. All fit for purpose, required quality, at low cost for the project together with utmost respect for the environmental and societal situation, design technical risk to be ALARP.

MANDATORY REQUIRENMENTS
Qualifications and Required Experience
  • Degree : MSc or Bachelor (or equivalent formal qualification) in a recognized Engineering discipline
  • Minimum 15 years of experience in Oil &Gas Industry with similar large scale projects & onshore.
  • Professional training in Piping, Vessels and Tanks related design, etc.
  • English as mother tongue or Fluent in English (speaking and writing).
  • Excellent knowledge of engineering practices, international codes and standards.
  • Expertise in Piping, Vessels and Tanks related Construction methods and techniques.
  • Good understanding of Contractual relationships in EPC / Construction projects
